The Malaysia Digital Arrival Card (MDAC) is being rolled out for foreign travelers entering Malaysia. If you’re from one of the eligible countries, you’ll need to submit the MDAC online before traveling to Malaysia—even if you don’t normally need a visa.
The program was first introduced in December 2023, for travelers from China and India. It then extended to all visa-exempt countries—with MDAC submission required within 3 days before arrival in Malaysia.
The most recent major update came in May 2024, when travelers from ASEAN countries were also included. From that date, most foreign visitors must now complete the MDAC to enter Malaysia.

Travelers from the countries listed below will require a valid visa to enter Malaysia. Completing the Malaysia Digital Arrival Card (MDAC) alone will not grant entry — a visa must be obtained prior to travel.

Not everybody entering Malaysia needs to submit a Malaysia Digital Arrival Card (MDAC). Depending on your nationality, immigration status, or residency, you may be exempt. Here’s a quick guide to who doesn’t need to submit the MDAC:
Malaysian Citizens
If you hold a valid Malaysian passport, you are automatically exempt from the MDAC requirement. No need to fill it out.
Malaysian Permanent Residents & Long-Term Pass Holders
If you are a Malaysian permanent resident or hold a valid long-term pass (such as an Employment Pass, Dependant Pass, or Student Pass), you do not need to submit an MDAC.
Transit Passengers (No Immigration Clearance)
If you are transiting through a Malaysian airport and will not pass through immigration (remaining airside), you do not need to complete the MDAC.
